• No person shall erect, enlarge, move or materially alter a structure until he applies for a building and use permit from the Code Enforcement Officer, and the Code Enforcement Officer has issued a written permit. An existing structure is considered materially altered if:

1. Two thousand dollars is expended.
2. The number of rooms is increased.
3. Any principal building dimensions change by more than three feet.
4. An apartment is created.

*No building permit is required for routine corrective or preventive maintenance such as replacing an existing roof, repainting the inside or outside of buildings or resurfacing of an existing driveway.

• A building permit fee of $4.00 per $1,000.00 of estimated building cost shall be submitted by the applicant to the Code Enforcement Officer, by check payable to the Town, before the Code Enforcement Officer issues the building permit.

Building Code

The current building code for the Town of Eliot is the International Residential Code, 2003 Edition. 

Plumbing Permits

As per the State Plumbing Code, plumbing permits are required for all new and relocated internal plumbing. Direct replacement of fixtures without needing to relocate or alter piping does not require a permit. Permit fees are 1 to 4 fixtures= $24.00 and each additional fixture= $6.00. Some projects also require a hookup fee, as applicable. Plumbing permits are required for installation of septic systems or parts thereof, and for altering leach fields. Septic permit fees are per the State of Maine Subsurface Waste Water Disposal Rules and are predicated on the reviews needed to approve the application. Call for details.

There are three inspections for leach  fields. The first one is when the disposal field has been scarified, the second is when the system and all its components are in place and the final inspection is when it is at its final grade and is seeded.

Licenses

With some specific exceptions involving a homeowner doing his/her own work at his/her own single family home, plumbing, electrical and heating work can only be done by properly Maine licensed parties.

Inspections

All permitted work must be inspected. Inspections should be arranged at least 24 hours in advance.

Zoning Administrator

The Code Enforcement Officer handles all zoning issues and is the public’s liaison to the  Board of Appeals. Some projects require Planning Board or State approval before the issuance of a building or use permit the Planning Assistant, Kate Pelletier is the contact person for these approvals and can be reached at the Town Hall at 439-1813.

Driveway and Street Opening Permits

Driveway opening permits on Town roads are obtained from the Eliot Highway Commissioner. In addition, driveway entrance permits on State roads can be obtained from:
